Like such reports required of all countries, this one was stocked with generalities that spun the US record in the best possible light. Human Rights Council Elections, a Flawed Process at Heart

In January 2003, Libya was elected to chair the United Nations Commission on Human Rights. For many who had pilloried the agency for being biased, unbalanced and politicized, this was the last straw. Seven years later, on May 13, 2010, Libya was among 14 countries elected by the General Assembly to serve on the Human Rights Council for three-year terms starting June 19.
